As directed by Governor Andrew Cuomo, the New York State Department of Environmental Conservation has issued an Emergency Authorization for 30 days so that local governments and private landowners can expedite emergency construction, repairs and maintenance due to the damage caused by Hurricane Irene in order to protect life, health and property.
The Emergency Authorization will cover the areas located in the Department’s Region 5 (e.g. Clinton, Essex, Franklin, Hamilton, Saratoga, Warren and Washington counties – largely within the North Country and Capital District ESD Regions) in addition to the Department’s Regions that are responsible for the Catskills, Mid-Hudson Valley, the rest of the North Country, Capital District and the Mohawk Valley areas. The emergency authorization will allow communities and landowners to immediately undertake steps to repair damage caused by the hurricane without the need for an individual permit. Anyone performing work under the emergency authorization should notify DEC as soon as possible (preferably before the work is performed) of the location and scope of the work being performed.
DEC staff will also be available to issue General Permits in the field after consultation with municipalities and landowners and will be on hand to explain guidelines to them. Obtaining General Permits helps ensure proper financial reimbursement to landowners and municipalities through Federal Emergency Management Agency (FEMA). FEMA historically has required entities to obtain a state permit when performing emergency work to ensure that the work is done in an environmentally sound manner. General permits issued by DEC and also the field visits are intended to help ensure that the emergency response work undertaken by municipalities and individuals in the State’s protected streams does not exacerbate the flood risks of upstream and downstream communities, landowners and municipalities now and in the future.

NYSEG and RG&E remind customers to be safe and ask for photo identification whenever anyone approaches them claiming to be a NYSEG or RG&E employee or agent working on behalf of either company. Customers should also not hesitate to ask for the name and phone number of a supervisor they can call to verify the person's identity. All NYSEG and RG&E employees carry photo identification. Because of some recent complaints, NYSEG and RG&E also remind customers that they do NOT market energy door to door, that NYSEG and RG&E employees would never ask a customer for an account number or a bill, and that they would never contact a customer and ask for an account number or any other personal information.

DISCOUNT PRESCRIPTION DRUG CARDS:
Towns within Essex County in cooperation with the National Association of Counties now have a discount card program to help consumers cope with the high price of prescription drugs. The county has signed a contract to make free prescription drug discount cards available under a program sponsored by the National Association of Counties (NACo) that offers average savings of 20 percent off the retail price of commonly prescribed drugs.
The cards, which will be available starting this week (4/21/08) in your local town halls or at the Essex County Personnel Office, may be used by ALL county residents, regardless of age, income or existing health coverage. The NACo card is accepted at a national network of more than 57,000 participating retail pharmacies.
"The NACo prescription discount card will offer significant savings for the uninsured and under-insured residents of our county, and even those fortunate to have prescription coverage may use the card to save money on drugs that are not covered by their health plan," said Daniel Palmer, County Personnel Officer. "Residents do not have to be Medicare beneficiaries to be eligible for this program."
There will be no cost to county taxpayers for NACo and Essex County to make these money saving cards available to residents. Look for additional information at your local Town Halls and on the Essex County website, www.co.essex.ny.us.
"Using the NACo prescription discount card is easy," said Palmer. "A card holder will simply present it at a participating pharmacy. There is no enrollment form, no membership fee and no restrictions or limits on frequency of use. Cardholders and their family members may use the card any time their prescriptions are not covered by insurance."
The discount card program is administered by Caremark Rx, Inc.
